The Plant Passport System as one of the preconditions for the Single market of the EU is based on registration of producers, traders, importers of plants (operators), authorization for preparing, storing and issuing plant passports and the regime of controls.
Instead of the Plant Health Certificate System the EU-Member states are applying the Plant Passport System, which is based on the principle of control at the production site. Among the EU Member States Plant Passports are used in the movement of listed plants, plant products and other materials concerning the EU Council Directive 2000/29/EC. Plant passports are intended to ensure that only plants free from quarantine pests and diseases are traded. Phytosanitary inspections are carried out at places of production regularly.
